i would like to move to KSA, my questions are

which is the best area to live with kids of age 7 to10

Which country are you moving from?

As a foreigner, you're allowed to buy property in Saudia Arabia, except in the cities of Mecca and Medina. 

Jeddah and Riyadh might be the best cities to live in. They have large expat communities, are major urban centres and will have a diversity of schools and activities.
