Hi, I have an expatriate package offer to work in Krakow, Poland. The company offered me accommodation, meals & air ticket allowances, plus at net pay of 40,000.00 Polish złoty, it is stated as monthly salary. A contract of 8 years is offered by the company and I am requested to submit my information and also the application form and contract agreement back to the company, may I seek your advice on this, is this a realistic figure that the company offered me, I suppose this 40,000.00PZ is an annual compensation amount.

It's always good to do enough research when converting your income to a different currency, and the prices of things in Krakow are likely to be different to elsewhere. This sounds like quite a decent employment package for Poland, but it's hard to say what is 'enough' for you. You also said that the PLN 40,000 is stated as a monthly salary but you think it could be annual compensation? This sounds a bit unclear, so I'd advise you to check with your employers and read the contract thoroughly.
It's fantastic that both accommodation and meals are included in your contract – this normally takes a sizeable amount of your income. But to give you an idea of figures, have you checked out Expat Arrivals Cost of Living in Poland page? Numbers there are currently for Warsaw in July 2018, which may be outdated. Alternatively, have you checked other online sites for cost of living? Numbeo is useful and you can compare the cost of living in Krakow to a city you are familiar with. It is a bit tricky to give an answer though as it also depends on your lifestyle, what you like to spend money on, and if you also need to support a family. Are you travelling and moving alone or with a family?

How do I verify whether the company in Poland that offer me a career package is not a scam, this is because I have cheked to company logo and telephone extension, it is non exist from thier Website, it's different logo. If I were to sign the contract agreement and retrun to the company, and I later refuse to work there which due to the discrepency, will I be charged by Poland law, please advise.

As I am from Asian Country Resident, it is quite difficult to verify the job offer from other countries, whether it is a scam and how to find out. I have check the Company logo as well as the telephone contact, it's totally different, and if I have sign the contract agreement and send back to the company, is there any obligation and do I break any law or rule from the country if I were to reject the offer.

That is a tricky one, scams like this do happen around the world, but it may be possible that their website is undergoing maintenance. I'd suggest finding some social media pages located in the region for expats or for finding work, and posting there to ask about the specific company. Facebook is normally a helpful go-to and locals can advise. Have you been able to check on sites like LinkedIn? I'd also suggest you contact the nearest embassy regarding this issue.
