I am planning to obtain work visa of angola on website of embassy it has been mentioned that i have to apostile educational certificates so my question is SHOULD I APOSTILE ONLY HIGHEST EDUCATIONAL CERTIFICATE OR ALL EDUCATIONAL CERTIFICATE STARTING FROM HIGH SCHOOL TO MASTERS

The answer to this depends a lot on context, and it would probably be best to ask your employer in Angola, since they may have sponsored other people for work visas before and may know the ins and outs already.
If I had to guess, I would start at the minimum academic and professional level required in the job posting and include everything up from there. In order to employ someone from another country, your employer needs to show the government that they can't find an Angolan with the specific qualifications to do the job, so those would be the relevant things to include. If my employer had advertised for someone with a bachelor's degree in a specific field, I would include my bachelor's and master's degrees.
But I really would recommend first asking your employer if you haven't already, and if they're not sure, reaching out to the Angolan embassy in your country.
