You'll have to get your work visa application ready while you are still in your home country. Luckily the process seems to be pretty simple.
First, you need to get all of your documents together. The documents needed will vary depending on your job. It would be best to contact your employer and embassy to find out precisely which documents you'll need. You then need to get these documents certified. You also need to get a medical certificate from a doctor to show that you are in good health.
You will send these documents to your employer in Kazakhstan. Your employer then has to apply for a work permit and send you an invitation to the country. You'll have to take this invitation to your local embassy. There you will apply for a multiple entry visa.
Once you receive your visa, you can travel to the country. The final step is to register at the ministry in Kazakhstan once you've arrived in the country.

I hope that you are doing well too! Are you currently living in Kazakhstan and hoping to get permanent residence or have you been living outside of the country?
As you probably experienced before, you often need to have a job lined up already as your employer has to organise part of the work visa process. If this is the case, I'd suggest speaking to your employer, as they probably have gone through the process many times before.
Expat Arrivals has some helpful pages on Visas and Work Permits for Kazakhstan, although perhaps not all the info you are looking for on permanent residence. Have you contacted the nearest embassy or consulate for Kazakhstan? Visas are subject to change and it's always advised to contact them, though it may be difficult to get in touch with some embassies at the moment due to COVID-19.
