Based on our research, there is currently one bilingual public school in Paris for middle and high school students. Some public schools in France offer a curriculum aimed at teaching French to non-native students, but this is typically reserved for middle and high schools.
If looking specifically for a bilingual maternelle, we recommend having a look at International Schools in Paris for a list of some of the best schools in the city that may offer bilingual education.

Just adding on to Grace's answer here! If your concern is that your child doesn't speak French, three should be young enough for them to be able to pick up a new language with relative ease. Even sending them to a fully French maternelle should pose few problems and will put them on a fast track to being able to speak French like a local, which ultimately will help with cultural integration.
According to what Grace has found online, bilingual public schools for slightly older children seem easier to find than bilingual maternelles, so it's always possible to switch to a bilingual school later. As she said, there are plenty of international schools to choose from, most of which should offer a mix of languages (or at the very least French language classes as a first additional language) but fees can be pricey. On the other hand, facilities and quality of education are generally high, plus it's a great way to meet other expat families.
