Without knowing your nationality and other details, it's difficult to say for sure what route you would need to go. To live permanently in Oman, though, you would need to either be joining family there or you would need to find work and obtain an employment visa.

The procedure for acquiring an employment visa in Oman is outlined on the Expat Arrivals Visas for Oman page. You would first need to find a job and thereafter the work permit can be applied for - this can be done, but it is a complicated process. Only some nationals need to be medically certified; that is, nationals of Bangladesh, Egypt, Ethiopia, India, Indonesia, Pakistan, the Philippines, Sri Lanka and Sudan. If required for the application, the medical certificate must be endorsed by the Omani Ministry of Health.

No, you need a valid employment visa to be able to work in Oman. It's difficult to say how long an employment visa will take to come through. Sometimes it's a few days, a few weeks, or even a month, as in your case. The time period depends on a number of variables. So there's no real way to know whether what your employer says is genuine.
