Safety in Nigeria is a very big concern, and expats have to exert extreme caution and have to be prepared for the eventuality that they could very possibly be a victim of crime at some point. That said, Abuja is known for being relatively safe.
There is a range of nursery schools in Abuja, with at least seven of them concentrated in the city centre. Unfortunately many of them don't list comprehensive information online and may have to be called. Have a look at our Education and Schools in Nigeria page for a bit more info.
If you aren't paying for accommodation or transport and have medical included in your salary, then 200,000 NGN should be able to get you by (If I'm right about how much two lakh is).
Be warned, however, that the cost of living in Nigeria is fairly high. I would also have a look at our cost of living in Abuja page, which was written by one of our expat experts.
As for a housemaid, it would most probably be possible to get a full time domestic worker for between 60,000 NGN and 95,000 NGN depending on factors like experience. You could probably get someone for less, but this estimate is probably fair. It would also be possible to get somebody in to work for a few days a week, which would minimise costs significantly.
