My question is, do Chinese authorities allow me who had an incomplete Advance Diploma in Electrical & Electronics to work as an expat in China? I don't have any examples of cases where people have had to apply for a visa without any tertiary qualifications or certificates.
I suggest speaking to your employer. They will play a major role in supporting your visa application and are probably quite familiar with the process if they've employed expats previously.

Getting a work permit for China firstly depends on you having a job offer from a Chinese employer. Therefore, it is up to them wether they are willing to employ you without the completed degree. For a detailed overview of the process refer to the Expat Arrivals page on Work Permits for China.
