Please note, I need to take care of Family Expenses, Accommodation, Transport, Schooling expenses, Medical Expenses and etc., Please provide your suggestions if I can live a decent life with my family in this salary. Email from the Employer: "As discussed, Please confirm for the salary of 15,000 AED/Month(All Inclusive – Consultant has to take care of his own Food, accommodation and internal transportation) + Medical for Self + Annual Paid Leave of 22 Paid Working days leave after 12 months of active service. " If the above salary does not meet the requirements, then what should be the salary I need to ask them?

Without knowing much about your particular field of work, its hard for me to say what the expected pay range should be.
I think that AED 15,000 per month is too little to live on in Abu Dhabi. But ulitmately it will depend on your lifestyle. Most expats live on expat compunds and you can expect to pay at leave AED 10,000 to 12,000 per month for a 2-bedroom property. If you plan to hire a car you will need to budget around AED 2,500. Public transport in Abu Dhabi is cheap, but not always easy to use. On top of that you also need to budget for health insurance, school fees and food.
