Hello, I am in the midst of researching how to retire to Spain. I have traveled all over, just not recently due to COVID-19 U S A travel restrictions. Unfortunately, Spain has a Level-4 rating due to  COVID-19. and the need to exercise increased caution due to terrorism and civil unrest.

They indicate "Country Summary: Terrorist groups continue plotting possible attacks in Spain. Terrorists may attack with little or no warning, targeting tourist locations, transportation hubs, markets/shopping malls, local government facilities, hotels, clubs, restaurants, places of worship, parks, major sporting and cultural events, educational institutions, airports, and other public areas."

COVID-19 I understand, but the last two I am not clear about. I have been researching Spain for a bit and have not read about the latter.

Can you shed any light on this?
