From what I can gather, applying for a spousal visa should be very simple. You can obtain Colombian visas from your Colombian consulate.You can also apply for a Colombia marriage visa online. This looks like it is the easiest route. You simply follow the instructions on the website and upload the necessary documents. It doesn't seem to matter whether you are in Colombia when you apply for the visa. After receiving the online visa approval, if doing this in Colombia, you need to travel to Bogotá to get the visa in your passport. Or if you're in your home country, you can get the visa put in your passport at a Colombian consulate.
