Hi, Jerold, KSA and Dubai are independent jurisdictions. The process must start with you being offered a job. Each company will have a PRO, who would handle the immigration paperwork for you. Your key involvement would be to procure your personal documents and educational certificates, which will need to be apostille by the country of issues - that is the most complicated part of the process.
