As far as I know there's no minimum age to bring a puppy into the US. The main restriction is if the puppy is less than three months old (and therefore too young for a rabies vaccination) the puppy might have to stay in quarantine until it is old enough to be given the vaccination, once it is in the US. However if you are coming from a rabies-free country like Norway this restriction shouldn't apply at all. So in short - there's no age requirement.

What breed is the dog and how old is it? Whether you will be allowed to take the puppy as cabin baggage depends on the airline. It has more to do with the weight of the puppy and how large your container is than its age - but generally, the puppy will need to be at least eight weeks old (i.e. old enough to leave its mother).
