What are the chances of me getting a management position in Qatar, without a degree?

Hello I have been approached by a recruitment agency who identified me as a potential candidate based on my LinkedIn Profile for a position in Qatar. The position being a management position in one of the local Oil companies. However I do not have a degree. I only have an HND and this is not relevant to the position. I am a good match based on many years experience but no degree. I fully accept that the majority of people in similar positions are highly likely to be educated to degree level. However is the requirement for a degree mandatory or is it just a case of the employer determining that a degree would be preferable. But still within the remit of the employer to choose to potentialy award based on experience despite the lack of a degree? Initial response from the Company's HR department is that they would have to contact Quatar immigration and ask if the lack of a degree was a problem? This would suggest that it is out of the companies hands and is down to immigration. Any one have first hand experience. Is it the company or immigration that dictate whether a degree is required? Is the lack of a degree a show stopper? Thanks in advance any info would be appreciated.
