Considering that the cost of a shared room in HBD public housing is 1200 SGD, I would say definitely not. The cost of living in Singapore will far exceed this salary, thus it doesn't seem advantageous to move. Also, remember that some skilled expats from the West are being lured abroad to Singapore with salaries over 200,000 SGD per annum. Try and negotiate for more, do your research before, and come to your boss with concrete figures - you can use the Expat Arrivals Singapore Guide to glean this kind of info.

Thank you very much !! Being an Indian and without a PR it is very hard for me to cross 4000 mark and get a Singapore job it seems.I will try my best. If i get an accommodation free then 3500 would be a good salary for entering ??

If you don't have to pay for housing in Singapore, then 3500 SGD would definitely be a better decent salary. You still may not be able to save a ton, but this depends on your desire for certain creature comforts. You can save money by buying a weekly EZ-link card for public transportation - 45 SGD, and by eating meals at Hawker centres - only 10 SGD each. Cigarettes and alcohol are expensive, but if you abstain, you won't have to worry about this.
