Generally the public transport systems in Bucharest is pretty good. The city has buses, trams and a metro system that all function well. The city centre is also small enough that it would be possible to get around on foot. Bucharest wasn't really built to accommodate high volumes of cars. This makes parking in the city especially challenging.
I would say that if you are planning on just travelling in the city, you could stick to public transport. If you are planning on travelling outside of Bucharest to the rest of Romania, then having a car may be a good option. You can have a look at our guide on getting around in Bucharest for more info.
