Yes, you'd be able to do that. 310 AED (non-resident application and knowledge fee) comes to around 85 USD.
Good luck!

According to the Government of Dubai's website, a certificate of good conduct (or clearance certificate) from the Dubai police costs 110 AED for expats and can be obtained from the Dubai Police General Headquarters near Al Mulla Plaza. According to the site, the opening times are 7.30am to 2.30pm
The correct procedures for a good conduct certificate can also be found in the security section of the Dubai police's website. It seems to be possible to apply online, but it may be better to do so in person. According to the police site, it costs 200 AED for expats with a residence permit who have lived in Dubai for at least 6 months. The site quotes 300 AED for non-residents (and it could be assumed those who have lived in the emirate for less than 6 months). There is also a 10 AED "knowledge fee".
I'd go with the police's quote, since it seems more recent.
I will follow this up with someone living in Dubai, hopefully they can help.
Best,
Xavier
Where in the UAE do you stay?
