Hi I am a hotelier and I am being offered a job in Manila , the package is around USD 3000 per month plus 1000 USD housing allowance per month. Is it a good package for a single person to sustain in Manila. All taxes will be paid by the company.

Kindly advise.

Yes..that is good deal. 1000USD housing allowance is way way more than enough, You can get a nice studio with in manila with complete amenities and it will even cover your utilities. No need to worry about getting your own car. Use UBER/GRAB taxi when going around the city. On peak hours, will cost you 10USD for 7-10kms distance.
