is it possible to get a residence permit in Norway if i go there with tourist visa and me and my bf plan to marry when i get there.

Unfortunately it seems to be a bit more complicated than that, and I'd suggest specifically researching Norwegian regulations related to marriage.

From what I have seen, there is actually a "Fiance visa" which is designed with your purpose in mind, and may help the process along, given that you and your partner will have to fulfil a fairly stringent set of regulations.
