I have recieved bills from the Norway tax people many times also but my work have always said to ignore these and that they will handle them - because I am to pay UK tax and as such the double taxation treaty needs to be enforced. I presume my workplace then proves that I am paying UK tax because eventually (usually after a year of threatening letters) the debt is cancelled.
Even after this process I would like to know if I can open a Norwegian bank account that I need in order to sell things online here more easily. In the last letter I was told that a temporary (D) tax code has been issued to me. I understand that this IS enough to open a bank account?
I am not sure what visa my company have been using with me.

You are correct in thinking that a D-number is enough to open a bank account in Norway. You should have no problem opening a bank account as long as you have that number.
