If you're on a work permit or a study permit in Norway you do have access to the social security system and therefore the health system. Just make sure you go to state hospitals and not private ones.
I'm not 100% sure, but I really think you'll be able to get a prescription in Norway from your new GP (depending on what it is perhaps). It'd be wise to bring along a letter from your current doctor when you go to Norway and medical records (if you can) to explain your condition and what you've been taking for it.
It depends - do you have family living there now? If not, I'm pretty sure the only way to retire in Norway would be to work there for a substantial amount of time first. Here's what the official immigration department says on the subject: http://www.udi.no/Norwegian-Directorate-of-Immigration/Central-topics/Citizenship-/Requirements-to-obtain-Norwegian-citizenship-by-application/
But maybe you should just book an appointment at an embassy or with a visa company to ask if there are any loopholes.
