Do expats qualify to take advantage of public healthcare in Hong Kong? Is it like in the Middle East where you go and get a medical card and then you can report to any hospital?

Whether expat, tourist or local you can use the public healthcare system in Hong Kong, you'll just be entitled to different rates depending on your status. If you have a Hong Kong Identity Card then you can take advantage of the subsidised rates that citizens also receive. Otherwise though, the rates for treatment in a public facility or only just less (in many cases) than the rates for treatment in a private setting.

The standard of public care in Hong Kong is top notch, but most expats still prefer the creature comforts and personalised interaction that comes with private service.

True. The value of private health services is much higher than that of public health care. Companies usually provide Expat staff with a medical plan however the coverage is uaually insuffient. A lot of expats choose to top-up their medical plan or simply contact a broker to sort that out.
