Unfortunatley, I am not aware of there being any international schools in Cape Town that follow the Indian curriculum.
ISCT is the International School of Cape Town and follows the British national curriculum.The AiSCT is the American International School of Cape Town and follows the American curriculum.
The British curriculum is probably going to be the most similar to the CBSE curriculum. While there are significant difference, they are modelled along similar lines.

Rylands and Athlone at located in the Southern Suburbs. Those areas have large Muslim and Indian communities.The areas are quite industrial but people who settle there seem to build large houses.
It will certainly be cheaper than living in the city centre and I am sure you will be able to rent a 2 bed property there. I suggest you take a look on gumtree to get an idea of whats available.
I wouldn't say those areas would be popular with expats, but take a look you might like it.
