You are right there isn't much official information on the web. But from taking a look at some other online forums I can see that people comment on college fees in the Phillipines quite inexpensive. I think this will be the case especially if you are comparing the fees to those charged in North America and Europe.
Exact fees will obviously depend on what you are studying and the institution organising the classes. Just make sure if it is not something you are just doing for fun, that the organisation is reputable and the certificate you receive is recognised.

Can you please clarify what you mean by Community College ? From what I've read in the Phillipines when they say community college it refers to a public primary or secondary school?
If you are referring to public schools, these are free to Filipino citizens. Very few expats would consider this an option for their children as standards are not en par with those in North America or Europe.
