You mention both Dubai and Saudi Arabia in your question. Obviously, as these are two different countries, different rules apply in each case.

Both in Saudi Arabia and Dubai there are restrictions on peope with certain medical conditions taking up employment in certain jobs. However, I am afraid there are no concrete rules. In each case, people have different experiences.
My advice would be to contact the immigration authorities or speak to a local immgration lawyer to find out about the latest updates on medical restrictions to work permits.
