Is it possible to change from one type of visa to another while in South Korea, or is it necessary to return to your home country and apply for the new visa type?

Unfortunately, it's not possible to change visa types in-country is South Korea. So, if you come in on a tourist visa and decide you're going to try and get a work permit to stay and teach English, you'll have to leave and come back. At least that's my understanding...

It's my understanding that you need to go for an interview at a South Korean embassy in your home country to get a work visa - i.e. that to switch from a tourist to work visa you need to leave South Korea. Anonymous, could you provide more information?
